As we continue our next phase of expansion, we are seeking an exceptional Capital Building Projects Manager to lead the delivery of our major capital works portfolio and help shape the future of our organisation.
The Opportunity
This is a senior, high-impact leadership role responsible for the end-to-end delivery of TLC’s Pipeline 2 Major Capital Projects, spanning aged care, medical, childcare, and associated infrastructure.
Reporting directly to the CEO/MD, you will lead a multi-million-dollar capital portfolio, overseeing planning, design, procurement, construction, commissioning and handover—ensuring projects are delivered on time, on budget, compliant and to the highest standards of quality.
You will play a pivotal role in driving delivery excellence, innovation, governance, and value creation, while partnering closely with executives, operational leaders, and tier 1 and 2 construction partners.
Key Responsibilities
- Lead the end-to-end lifecycle of major capital building projects ($10M–$100M+)
- Deliver projects aligned to TLC’s strategic infrastructure roadmap
- Establish and maintain robust project governance, risk and compliance frameworks
- Oversee design, procurement, construction and commissioning phases
- Manage CapEx budgets, forecasts, cost control, variations and claims
- Lead contractor, consultant and vendor performance
- Navigate planning permits, building regulations and compliance standards (Victoria)
- Provide clear, executive-level reporting to the CEO and Board
- Drive continuous improvement and innovation in project delivery methodologies
- Champion health, safety, sustainability, ESG and quality outcomes across all sites
About You
You are a commercially astute construction leader with a proven track record delivering complex, large-scale capital projects in regulated environments. You bring executive presence, strategic thinking, and hands-on delivery capability.
You will bring:
- Tertiary qualification in Construction Management, Engineering, Architecture, Project Management or similar
- 10–15+ years’ experience delivering major capital works
- Proven experience managing large healthcare, aged care or complex commercial projects
- Demonstrated delivery of projects valued at $10M–$100M+
- Strong knowledge of Victorian planning, building and compliance frameworks
- Experience managing tier 1 / tier 2 builders and consultants
- High-level commercial acumen across contracts, CapEx/Opex and negotiations
- Expertise in project management systems (e.g. Procore, Aconex)
- Exceptional stakeholder engagement and executive communication skills
- A leadership style grounded in accountability, collaboration and innovation
