$170M TLC Healthcare Precinct gets Council Green Light

Over the last decade to 2024, TLC Healthcare (TLC) has delivered a $450M network expansion program, which encompassed the addition of over 750 residential aged care places to its existing 1,200 places, 12 community medical centres, its first Early Learning Centre, its first Community Gymnasium and Aquatic facility and a Health Supplies business and relative warehousing infrastructure.
Today, TLC has unveiled its next major development pipeline worth $490M to be delivered over the next 5 years through to 2030, across 6 major projects. In what is arguably its most ambitious and innovative development program, it marks a new chapter in the delivery of critical healthcare and community infrastructure across Victoria.
TLC has established itself as a leader in innovation, creating 12 healthcare precincts that co-locate a mix of residential aged care, community medical centres, early learning centres, community gymnasiums, and hospitality, all on a single site with all services wholly owned and operated by TLC. No other healthcare provider in Australia offers this level of integrated services to the communities in which they operate.
Today, TLC has been awarded a town planning approval by the City of Casey for its catalyst project of its next development pipeline, which is its most innovative healthcare precinct to date. The site is located on a greenfield property along the Princes Highway in Hallam, Victoria, adjacent to TLC’s existing Homewood Residential Aged Care and Community Medical Centre precinct.
This modern-day “Colosseum” inspired design is a first-of-its-kind precinct, valued at $170M to be completed by February 2028, which will feature:
- Hospital Day Surgery – TLC’s first, including three state-of-the-art operating theatres, CT and X-ray facilities, pathology collection centre, pharmacy, eighteen specialist suites, 16 x 6-star recovery rooms, full complement of acute care nursing, specialist discharge lounges, and its own patient transport vehicles.
- Residential Aged Care – In addition to its existing 180-bed residential aged care home, the development will add 90 luxury aged care suites with double bedrooms, private ensuites, self-contained loungerooms, kitchenettes, and all with private balconies, bringing the site’s aged care component to 270 beds, the largest in Australia. This exceptional home will also include a sports bar, piano bar, cinema, hair & beauty salon, virtual reality theatre, interactive walls, golf putting greens, expansive terraces and large lounge, dining, and activity spaces. • Medical Centre – A new community medical centre, adjacent to the Hospital Day Surgery, will absorb the existing four GP community medical centre and extend the service to encompass ten GPs, allied health professionals, geriatricians, and a dental practice. The facility will also include various treatment rooms.
- Health Spa – TLC’s first, featuring thirteen treatment rooms, a rooftop dedicated pool and spa, opulent lounge areas, external terrace, and treatments usually reserved for the most prestigious health spas globally.
- Early Learning Centre (ELC) – Capacity for 160 children aged six months to six years, across twelve playrooms, the new ELC will feature TLC’s intergenerational Jellyfish Program developed in collaboration with the University of Melbourne. Already in successful operation at several TLC homes, the program has shown remarkable benefits for both its aged care residents and children.
- Commercial Health Club / Gym – A state-of-the-art 2000-member facility, featuring dedicated cardio and weight exercise areas, altitude training rooms, spinning rooms, Pilates, hot yoga, a female-only training area, outdoor bootcamp training areas and multi-purpose spaces, with associated luxury recovery lounge and changing facilities.
- Aquatic Centre – Featuring a 25-metre, five lane swimming pool, other smaller recovery pools, cold (cryotherapy) and heat (saunas and steam rooms), plus changing facilities.
- Indoor Sports Facility – Catering to the local community with two basketball courts, two squash courts, two tennis courts, changing areas, lounges, and function rooms.
- Atrium – This semi outdoor/indoor gathering entertainment space is for community users of the various onsite services, along with aged care residents, to enjoy entertainment by community groups and local/international acts in a central precinct location.
- The Village Café & Bar – TLC’s signature café and bar brand, designed as a vibrant destination for both precinct patrons and the broader Hallam community. Customers will enjoy both indoor and outdoor dining experiences, adjacent to the Atrium Entertainment area.

The Hallam project is the first of six significant developments in TLC’s program.
The second project, also recently awarded a council town planning permit, will deliver a 138-place Early Learning Centre at Armstrong Creek, adjacent to TLC’s existing Warralily Gardens 180-bed aged care home and five GP community medical and allied health centre, by December 2027. This new Early Learning Centre (ELC) addition will connect seamlessly with the aged care home, providing aged care residents and children direct access to the intergenerational Jellyfish Program and first-class community medical centre services.

This $490 million, six-project program once again demonstrates TLC’s leadership in delivering visionary healthcare precincts that transform the way Australians experience care and community on a sustainable platform. Other projects that make up the development program to 2030 are currently navigating local planning processes for Noble Park, Ivanhoe, Whittlesea, and Black Rock.
