Lou Pascuzzi
Chief Executive Officer

Lou is a well-known and respected executive with a demonstrated track record in both the entrepreneurial and corporate sectors. He has a deep understanding of and commitment to the Australian healthcare sector. He also has a demonstrated ability to develop innovative corporate strategies and then scale up organisational capabilities to execute his vision.

Lou began his career in the healthcare industry 25 years ago when he founded Peak Health Management. Over 13 years he built Peak Health Management to be Australia's largest and most successful corporate health management company. In 2010 Peak Health Management was successfully acquired by BUPA Australia Ltd. Lou moved to Healthscope to head up their Medical Centres (Primary Care) Division. During his time at Healthscope, he transformed the Healthscope Medical Centres brand, making it the leading provider of chronic disease specific primary care in the Australian market.

Based on his achievements at Healthscope & Peak, he was invited to institute the same strategies at Australia's largest primary care provider, the Independent Practitioners Network (IPN) owned by Sonic Healthcare. The initiatives he implemented have proven to be a resounding success on multiple levels.

Lou arrived at TLC Healthcare in 2013 tasked with utilising his entrepreneurial primary care background to rejuvenate the aged care industry.

Patsy Thomas
Chief Operating Officer

Patsy is a renowned operational specialist in the aged care sector with 28 years’ experience in senior leadership roles.  Patsy has held senior positions including Director of Operations, Regional Operations Manager and Regional Director with large aged care providers.

As a Registered Div 1 Nurse with graduate tertiary qualifications, Patsy boasts tried and proven commercial and clinical career results encompassing enhanced operational efficiency, proficient care based resource management, productivity growth and acquisition integration management.

Sunny Singh
Chief Financial Officer

Sunny has over fifteen years of experience in senior financial roles across healthcare businesses. Sunny joined TLC in 2018 and was appointed as Chief Financial Officer in July 2023. During this time Sunny has developed a deep understanding of the social and economic drivers of Australia's aged care system as well as its regulatory and legislative framework.

Sunny is a qualified CPA and holds a Master of Professional Accounting. He leads the broader finance team to support our homes in delivering the best experience to our residents and to deliver the greenfield and brownfield developments.

Jenny Foley
Chief Quality & Risk Officer

Jenny is a Registered Nurse with a Bachelor of Health Management degree and Masters of Science (Dementia). She has a passion to improve the wellbeing of all our residents and patients by ensuring that our staff have the expertise, resources and support to provide the best quality care. Jenny has over 22 years of experience in aged care as an Operations Manager and Regional Director in addition to various roles managing residential care homes. Jenny has successfully implemented person-centred models of care across a number of aged care homes, with outstanding feedback from residents and staff.

Through her leadership she mentors and facilitates the development of our future leaders in aged care.

Sabine Phillips AM
Chief Legal Counsel

Sabine is a seasoned aged care and legal professional with over 25 years of experience at the Board level. She has experience as a registered nurse, an approved provider of aged care services, and a Partner-level legal adviser. Sabine specialises in risk management, corporate and clinical governance, inquiries and investigations, policy development and review, regulatory compliance and dispute resolution and challenging administrative decisions.

Sabine has been recognised in the Australia Day Honours with an AM for her services to the legal profession and to aged welfare. She has also been recognised by her peers as a Best Lawyer in the 2016 to 2022 Awards in the area of Retirement Villages and Senior Living Law and was awarded “Lawyer of the Year” for Retirement Villages and Senior Living Law in Melbourne in 2022. Sabine is also listed in Doyle’s Guide as a pre-eminent lawyer in aged care.

Salvatore Trimboli
Chief Information Technology Officer

Salvatore is an acknowledged business leader with 15 years of international experience. His management has delivered high performance through both organic growth, and mergers and acquisitions.

Salvatore specialises in innovation, and is passionate about strategy, governance and operational excellence. He has a wealth of knowledge about utilising technology to expand businesses and has a growth-focused leadership style; making him a trusted executive business advisor.

Supplemented by his governance and ISO standards experience, Salvatore has a successful track record in delivering large transformation change programmes from mid to large organisations across logistics, retail, professional services, construction, and financial services.

Elvera Liebenberg
Chief Human Resources Officer

Elvera is a highly experienced HR professional with over 25 years’ experience, spanning across healthcare and aged care, human and disability services, manufacturing and FMCG, both locally and internationally. She has a honours degree in Industrial and Organisational Psychology, is a certified Change Management Practitioner, and an accredited Coach.

She is passionate about all things people, a collaborative and inclusive leader, with demonstrated experience in building high performance teams and cultures through operational excellence and innovative practices. She is highly regarded for developing and driving strategy whilst partnering with the business on growth, transformational change and innovation.

Elvera believes in transforming organisational culture through great leaders and great people practices.

Matthew Mellor
Chief Marketing Officer

Matthew is an experienced marketing, advertising and brand management executive with half a career spent in Asia Pacific and UK advertising agencies; the other half in client-side marketing roles in Australia.

He has been a public company ad agency CEO, Head of Consulting & Relationships with a marketing research firm, and held senior marketing and communications roles across financial services and insurance, NFP, tourism & leisure, destination marketing, aged care, and property development.

He has also served as a Non-Executive director.
