Chief Operating Officer (Aged Care) — Senior Executive
Location: St Kilda Road, Melbourne
Job Type: Full-time
Remuneration: Total package: $550,000 including superannuation + discretionary 15% bonus (of total package), payable annually.

The opportunity
Reporting directly to the Chief Executive Officer and Managing Director, the Chief Operating Officer (Aged Care) is accountable for the end-to-end operational performance of TLC’s aged care portfolio — with a mandate to deliver results and strengthen governance in a highly regulated environment. This is a hands-on executive role requiring high visibility across services and the ability to step into operational detail when required.
The role incumbent will bring strong and contemporary clinical expertise and will work closely with all other executives, and in particular with the Chiefs of Clinical, Quality and HR to ensure safe, compliant and high-quality outcomes.
Key deliverables (what success looks like)
You will drive the core performance levers across the portfolio, including:
- Occupancy growth and performance
- AN-ACC performance and funding optimisation
- Care minutes delivery and compliance
- QFR discipline and performance outcomes
- Consistent operational execution aligned to regulatory and compliance obligations, including constructive engagement with the Aged Care Quality and Safety Commission.
What you’ll be doing
- Lead multi-site operations to achieve agreed quality, compliance, financial, occupancy and performance outcomes.
- Ensure strong systems and cadence for compliance, care minutes and regulatory readiness, providing assurance to the CEO, other execs and Board.
- Translate strategy into measurable operational plans and deliver outcomes at pace, supporting growth and expansion initiatives.
- Build a high-performance, values-aligned culture; lead and develop senior operational leaders.
- Provide executive oversight of outsourced service arrangements (including hospitality and cleaning) and vendor performance.
- Maintain strong stakeholder management with regulators, vendors and community partners.
About you
You’re an experienced, contemporary operator who can lead in complexity and scrutiny. You will bring:
- Senior executive leadership experience within the Australian aged care sector (multi-site).
- Strong commercial acumen and the ability to drive performance outcomes across occupancy, funding and workforce models.
- Deep understanding of the aged care legislative, regulatory and funding environment (including care minute obligations and AN-ACC).
- A practical, visible leadership style — confident to be on site and hands-on when required.
- High integrity, resilience and strong stakeholder management, including regulators.
Location & travel
Based at TLC Head Office in St Kilda, with regular travel to sites as required. Secure parking is available at the St Kilda Head Office.

- Satisfactory NDIS Worker Screening Check (including National Criminal History Police Check)
- Completion of mandatory training requirements
- Right to work in Australia
- Current Victorian Driver’s Licence
- Up-to-date COVID-19 and Influenza vaccinations
- AHPRA registration
- Nursing Qualifications
